📂 WEISSER RING – Refusal of Victim Assistance, Rejection of Evidence and Alleged Discriminatory Treatment by Regional Representative Mr. Beya – Berlin Police Misconduct Complaints (2023–2025)
WEISSER RING – REFUSAL OF VICTIM ASSISTANCE AND REJECTION OF DOCUMENTARY EVIDENCE Complainant: Ismail Rustam (Rustem Ismail) Organization: WEISSER RING e.V., Germany Regional contact: Mr. Beya, identified in my WhatsApp contacts as “Weise Ring Hr. Beya” Telephone / WhatsApp: +49 1515 5164809 Documented correspondence: December 2024 Background and reason for contacting WEISSER RING Following repeated criminal attacks against me in Berlin in 2023 and 2024, I contacted the central WEISSER RING victim assistance service to seek protection, support and assistance concerning serious allegations of police misconduct, failure to investigate criminal offences and failure to protect me from violence. After explaining the situation to the central service, I was referred to a regional contact person, Mr. Beya, who was presented to me as responsible for victim assistance in my area of Berlin. I contacted him by telephone, described the criminal incidents and requested a personal appointment to present my extensive documentary evidence, including police records, official correspondence, photographs, video recordings, emergency-call records and legal documents. Refusal to examine evidence During the telephone conversation, Mr. Beya asked me to explain the circumstances verbally. I described the attacks, the identification and reported release of suspects, the failure to secure or properly process evidence, and the conduct of police officers. According to my account, Mr. Beya rejected my allegations of police wrongdoing without first examining the available documents. I requested a personal meeting so that he could review the evidence directly. He refused to arrange such a meeting. I subsequently submitted supporting materials through WhatsApp, including photographs, documents and information concerning the incidents. On 10 December 2024, Mr. Beya responded: “Bitte keine weiteren Dokumente zusenden!” Translation: “Please do not send any further documents!” I consider this refusal to examine my evidence and provide meaningful victim assistance to constitute discriminatory treatment and a serious failure to address my requests for protection and support. Criminal incidents and documented police misconduct complaints 1. Theft of my iPhone 13 Pro and shoes – 30 June 2023 Police case reference: 230701-0330-348519. Following the theft, I was repeatedly redirected between police stations instead of having my criminal complaint properly processed. I also complained about failures concerning the recording of my stolen telephone’s identifying information and the subsequent handling of identified suspects. 2. Identification of suspects at Alexanderplatz – July 2023 I located individuals whom I identified as the perpetrators and informed the police. The suspects were detained, but I subsequently received information that they could not be located because they had no registered residential address. I challenged the authorities’ handling of this case and the failure to recover my stolen telephone. 3. Attack at Zoologischer Garten – 25 November 2023 I reported an attack at Zoologischer Garten and repeatedly contacted the police emergency service. I documented police officers at the scene and complained that a suspect was released despite the circumstances I had reported. My evidence includes photographs, telephone-call records and subsequent legal correspondence. 4. Repeated assaults at Hermannstraße and Hermannplatz – 13 November 2024 Police case reference: 241113-1810-131001. I was repeatedly attacked during the same evening and made five emergency calls to police number 110 at approximately 17:52, 17:55, 17:57, 18:00 and 18:01. The documentary evidence includes police registration records, witness-related documents, medical reports from Vivantes and Franziskus-Krankenhaus, and subsequent complaints concerning police conduct. Subsequent official acknowledgment by Berlin Police On 17 January 2025, the Berlin Police Landespolizeidirektion, Stab 33 Beschwerde, issued an official response under reference LPD St 33 – 01941/1727/24. The police expressly acknowledged that the handling of my initial criminal complaint concerning the incident of 30 June 2023 did not meet the quality standards of Berlin Police. The authority also criticized the repeated redirection between police stations and formally apologized on behalf of Berlin Police. Although the authority rejected my broader allegations of inadequate police protection, its written acknowledgment confirms that at least one significant part of my complaints about police conduct was justified. This official response is particularly relevant because Mr. Beya had previously dismissed my allegations without examining the documentary evidence offered to him. My complaint against WEISSER RING My complaint concerns the refusal to arrange a personal meeting, the rejection of documentary evidence, the dismissal of serious allegations without reviewing the available records, and the absence of meaningful assistance following my requests for victim support. I consider the treatment I received to be discriminatory and request an independent examination of the handling of my case by WEISSER RING and its regional representative.
